It has the largest concentration of medical device employees in North America with skill levels ranging from manual labor to personnel who conduct research and development. Several factors have aligned to make manufacturing in Mexico a more strategic choice for the U.S. market. For 20 years, manufacturers left the U.S. for China to cut costs. In 2001 China was paying an hourly wage of just .58 US per hour. Mexico was unable to compete with these rates and saw the migration of hundreds of thousands of jobs to China. The United Kingdom U.K. is the first country that has liberalized export controls for Mexico, following Mexico’s accession to the Wassenaar Arrangement on January 25, 2012. By joining Wassenaar, Mexico is now one of 41 countries that cooperate and adhere to export controls for conventional arms and dual-use goods and technologies. Until now, American and European firms in the high-tech sector were constrained by Wassenaar guidelines with respect to manufacturing [...]

With worldwide presence at the 2012 Farnborough International Air Show, exhibitors attracted further interest in aerospace and defense manufacturing in Mexico. The six Mexican States with the largest Industry presence were: Baja California, Chihuahua, Jalisco, Nuevo Leon, Queretaro and Sonora. The presence of ProMexico and other Economic Development agencies enabled companies to further understand Mexico's strengths and weaknesses.
